Rome's Board of Estimate and Contract met for just over three minutes on January 29 and approved four items, the most notable being a no-cost partnership aimed at helping an adult with a developmental disability gain real work experience. Through an agreement with Upstate Caring Partners, a participant will spend several weeks shadowing city maintenance crews on seasonal tasks like snow shoveling, at no expense to the city. The board's three other actions were routine, including a fire-system service contract and an administrative update to who can sign off on city spending. All five board members were present.
What happened at the Meeting
Most of the January 29 meeting was quick, routine business, but one item stood out as something more than a line on a spreadsheet.
The board approved an agreement with Upstate Caring Partners, the disability services organization affiliated with Upstate Cerebral Palsy, to take part in a work transition program. Under the arrangement, a participant who has completed the organization's program will spend roughly eight weeks working alongside city maintenance staff as a way to build job skills and ease back into the workforce. Public Works Commissioner Joseph Guiliano, who said he had personally interviewed the candidate and spoke highly of him, championed the agreement and stressed that it costs the city nothing. It is a small commitment, but a tangible example of the city opening a door for a resident who might otherwise struggle to find that first opportunity.
The board's remaining business was brief and administrative. It approved service agreements as well as updates to the official list of people authorized to sign the city's purchase orders and payment vouchers. None drew discussion, and the meeting adjourned in short order.
